Специфика формирования природно-экологического каркаса Северного региона (на примере Березовского района ХМАО-Югры)

Abstract

The article demonstrates the urgency of creating a natural and ecological carcass (NEC) of the territory within the framework of the implementation of the principles of the "green economy". NEC is considered by the authors as a spatially and functionally interrelated system consisting of natural territorial complex (NTC) for various purposes and uses, protected by environmental measures and contributing to the conservation of biological diversity and the performance of environmental-stabilizing functions. We show the specifics of the formation of the NEC of the northern territories, consisting in the need to preserve natural NTCs larger in total area than in the middle regions of Russia, due to the uniqueness and extreme vulnerability of northern ecosystems. The orientation of the NEC to preserve favorable conditions for vital activity of the indigenous small peoples of the North (indigenous peoples) through the conjugate analysis of the natural-ecological and ethnonatural carcasses is also specific. We give recommendations on the formation of the NEC of the Berezovsky District of the Khanty-Mansiysk Autonomous Okrug-Ugra, in which we present all the typological diversity of the vegetation cover, including the most "vulnerable" landscapes and significant ethno-natural territories. The paper presents a list of elements and the structure of the proposed NEC of the district, the area of which, taking into account the ethnoterritories, is about 50% of the total area of the Berezovsky District, which will help maintain the ecological balance in the region.

В статье раскрывается специфика формирования природно­экологического каркаса (ПЭК) северных территорий. Приводятся рекомендации по формированию ПЭК Березовского района ХантыМансийского автономного округа Югры, в котором представлено все типологическое разнообразие растительного покрова, включены уникальные горные экосистемы, наиболее уязвимые ландшафты и значимые этноприродные территории.
