Abstract: Venetian State maintained one's own political and social system during several centuries (XIII-XVIII c ). For this it was much indebted to thoroughly considered administration which was one of the more effective bureaucracies in Europe. Modern Italian historiography (M. Roberti, G. Maranini, G. Zordan, A. Zanini etc.) studied and interpreted a phenomenon of Venetian bureaucracy. Its scheme of organization was in keeping with the social stratification. Nobili as top estate were creating the ruling Councils and held all of the high posts - Consilia. Second estate - cittadini was useful for Officia.
