Феномен парадипломатии

Abstract

The article examines the process of development of international relations of subnational units that claim to obtain the status of a subject of international law on an equal basis with states. This tendency is analyzed in the context of modern trends such as globalization and regionalization. The manifestation of the increased international activities by the regions was called «paradiplomacy». The article suggests different approaches to understanding this phenomenon, and also reveals the history of its origin. In addition, it gives the definition of subnational units and considers their types. The article analyses the reasons for which the regions are increasingly intensifying their international activity, as well as the consequences and effectiveness of this world process. There are presented various forms of paradiplomacy, proposed by both domestic and foreign researchers. Finally, the article substantiates the importance of using by the regions the opportunities of the external environment for the purposes of their universal development.

В статье рассматривается процесс развития международных связей субнациональных единиц, которые претендуют на получения статуса субъекта международного права наравне с государствами. Эта тенденция анализируется в контексте таких современных течений, как глобализация и регионализация. Проявление регионами активизации международной деятельности получило название «парадипломатия». В статье предлагаются разные подходы к пониманию данного феномена, а также раскрывается история его возникновения. Помимо того, дается определение субнациональных единиц, рассматриваются их виды. Анализируются причины, по которым регионы все интенсивнее проявляют международную активность, а также последствия и эффективность данного мирового процесса.
