Abstract

Проблемы формирования и развития инновационной среды становятся важной темой в современных условиях, где особую значимость приобретает способность к созданию и освоению новейших технологий. В целом отмечая положительные результаты в развитии региональной инновационной инфраструктуры в контексте формирования инновационной среды региона, проявляющиеся в установившейся тенденции к росту уровня инновационной активности, следует отметить отсутствие эффективного механизма сотрудничества и обмена опытом между регионами. Анализ фактологического материала показал высокую степень вовлеченности в инновационные процессы органов региональной власти в регионах-лидерах, что подтверждает потребность в использование системоформирующих взаимосвязей в процессе становления и развития инновационной среды. В то время как различного рода барьеры в виде сложных процедур лицензирования, высоких налогов и непрозрачных правил препятствуют стимулированию инноваций. Полученные результаты позволили выявить ключевые проблемы и предложить пути их решения, основанные на комплексном подходе и развитии системообразующих связей в инновационной среде как отдельных регионов, так и в межрегиональном пространстве ПФО.

The problems of formation and development of an innovative environment are becoming an important topic in modern conditions, where the ability to create and master the latest technologies is of particular importance. In general, noting the positive results in the development of regional innovation infrastructure in the context of the formation of the innovative environment of the region, manifested in the established trend towards an increase in the level of innovation activity, it should be noted the lack of an effective mechanism for cooperation and exchange of experience between the regions. The analysis of the factual material showed a high degree of involvement in the innovation processes of regional authorities in the leading regions, which confirms the need to use system-forming relationships in the process of formation and development of the innovation environment. At the same time, various barriers in the form of complex licensing procedures, high taxes and opaque rules hinder the promotion of innovation. The results obtained made it possible to identify key problems and propose solutions based on an integrated approach and the development of system-forming links in the innovation environment of both individual regions and in the interregional space of the Volga Federal District.
