Abstract:	Functioning characteristics and possibility of Special Economic Zones (SEZs) using as an instrument of regional antirecessionary politics, particularly as equalization policy of Russian region’s social-economy development are considered in the article. Significance of SEZs for forming of national innovation system in recession’s conditions is viewed.
