Abstract: Maintenance which has considerably changed for last years of a domestic education system has led to that a problem of the analysis of structure of the innovative activity which is carried out on a practice, and, from the point of view of: economic, welfare, educational, etc. activity became extremely actual. As to necessity for such analysis here it is obvious, that in modern conditions the special importance the purposes and find the tasks connected, first of all, with definition of essence and a place of offered innovations, with studying the reasons and the factors promoting and interfering transition to innovative training. As a rule, advantage of the offered approach to the analysis of system of educational services consists, first of all, in flexibility of construction of financial and information areas. It in turn has direct dependence on development of a control system, sufficiency of financial resources, investments. Resources will allow to carry out uniform expansion of system, to consider traditional forms of training and to carry out in high school innovative activity simultaneously.
