Трудовая миграция на Филиппинах: государственная политика и культурный феномен

Abstract

В статье рассматривается явление трудовой миграции с Филиппин – в качестве институализированного процесса, государственной политики и культурного феномена. Дается краткая история трудовой миграции филиппинцев в страны мира (первая волна в США в начале XX в. и вторая волна – в другие страны, начиная с 1970‑х гг.). Приводится статистика общего характера, в том числе отражающая влияние трудовой миграции филиппинцев на благосостояние граждан, уровень занятости, ситуацию на рынке труда внутри страны и экономику в целом. Автор разбирает, какие ведомства на Филиппинах ответственны за организацию трудовой миграции филиппинцев, какие существуют проблемы, связанные с работой этих учреждений, в какой мере трудовые мигранты защищены в принимающих странах, какая поддержка по реинтеграции в общество оказывается правительством Филиппин тем мигрантам, которые возвращаются на родину. Рассматривается каким образом вынужденная финансовая необходимость трудовой миграции превратилась в восприятии населения в подвиг и приобрела некоторые черты культурного феномена.

The paper deals with the labor migration from the Philippines as an institutionalized process, state policy and cultural phenomenon. A brief history of labor migration of Filipinos to the countries of the world is given (the first wave in the USA at the beginning of the 20th century and the second wave to other countries starting from the 1970s). General statistics are provided, including those reflecting the impact of labor migration of Filipinos on the well-being of citizens, employment levels, the situation on the labor market within the country and the economy as a whole. The author analyzes which departments in the Philippines are responsible for organizing the labor migration of Filipinos, what problems exist associated with the work of these institutions, to what extent labor migrants are protected in receiving countries, what kind of support for reintegration into society is provided by the Philippine government to those migrants who return to their homeland. It is considered how the forced financial necessity of labor migration turned into a feat in the perception of the population and acquired some features of a cultural phenomenon.
