СОВЕРШЕНСТВОВАНИЕ НОРМАТИВА СООТНОШЕНИЯ ПРОФЕССОРСКО-ПРЕПОДАВАТЕЛЬСКОГО СОСТАВА И СТУДЕНТОВ В ФЕДЕРАЛЬНЫХ И НАЦИОНАЛЬНЫХ ИССЛЕДОВАТЕЛЬСКИХ УНИВЕРСИТЕТАХ

Abstract

Самостоятельной ценности вопрос определения численности профессорско-преподавательского состава (ППС) относительно числа обучающихся студентов не имеет. Его целесообразно рассматривать только совместно с вопросом определения выделяемого государством фонда оплаты труда (ФОТ) для ППС каждого ОУ. Учитывая это, в эффективном решении данного вопроса заинтересованы две стороны - руководство вузов и Министерство финансов РФ. При этом первая сторона, как показывает история изменения относительного показателя в нашей стране, всеми способами пытается уменьшить число студентов, приходящихся на одного преподавателя, а вторая, наоборот, - увеличить, чтобы сократить государственные расходы, за которые оно отвечает. В статье анализируется суть этого вопроса, основываясь на фактическом и экспертном материале, сложившемся законодательстве и материалах обсуждения этого вопроса в интернет-конференциях.

The problem of defining the well-grounded ratio between the number of the professorial staff (PS) and the number of the students to be trained is not a problem of individual significance. It seems reasonable to consider the problem only in the correlation with the problem of defining the scope of the wage fund (WF) allocated by governmental bodies to the PS members per a student. So, two parties are interested in effective resolution of the problems, namely administration of educational institutions and the RF Ministry of Finance. As history of the problem shows, the first party exerts every efforts to reduce the number of the students per an instructor while the second party tries to reach an opposite purpose, i.e. to increase the number of the students for economy of the state expenditures. The paper analyzes essence of the problem on the base of real informative materials and expert conclusions, the existing Russian legislative propositions and discussions of the problems in the Internet conferences.
