Abstract

The article deals with the aspects of project management system implementation in state authorities. The relevance of project management is due to new challenges to the system of public administration in Russia. In modern conditions, the ability of the Executive apparatus to implement the planned projects and tasks and achieve the goals in time and within the established budgets becomes critical. Project management techniques are designed to mobilize and structure the organization's resources to achieve project objectives. Project management based on the project approach has a number of advantages, also noted in the article. However, when implementing a new project management, the authorities may face a number of problems, which are discussed in the article. In addition, in this article the author raises the question of the readiness of the participants of the process to change. Will the Russian official be able to work effectively in the context of the implementation of project management? As a result of the analysis, the author formulates the main reasons hindering the implementation of project management in the authorities and identifies ways to overcome the inertia of managers of the old formation and modernization of the structure of the public sector and local self-government. In conclusion, the author draws conclusions about the prospects of project management in the public sector. В статье рассмотрены аспекты внедрения системы проектного управления в государственных органах власти. Актуальность проектного управления обусловлена новыми вызовами к системе государственного управления в России. В современных условиях критически важной становится способность исполнительного аппарата реализовать запланированные проекты и задачи и достичь поставленных целей в срок и в рамках установленных бюджетов. Методы проектного управления призваны мобилизовать и структурировать ресурсы организации на достижение целей проектов. Управление проектами на основе проектного подхода обладает рядом достоинств, также отмеченных в статье. Однако при внедрении нового проектного управления органы власти могут сталкиваться с рядом проблем, которые рассмотрены в статье. Кроме того, в данном материале автор ставит вопрос о готовности участников процесса к изменениям. Сможет ли российский чиновник эффективно работать в условиях внедрения проектного управления? В результате анализа автором сформулированы основные причины, тормозящие внедрение проектного управления в органы власти и определены пути преодоления инерции управленцев старой формации и модернизации структуры госсектора и местного самоуправления. В заключении автор делает выводы о перспективах проектного управления в общественном секторе.
