Abstract: The article focuses on a very relevant and topical subject which had not lost its discussion potential and socio-political significance to the present day. The study is conducted on archival materials of the Middle Urals within the boundaries of the Sverdlovsk Region. Scientific novelty of work consists in introduction of newly discovered archival material into scientific use and in the author’s conception of the research topic. Various aspects of the ideological control exercised by the Communist party during interesting for USSR historical period called “the thaw”. The socio-political situation in the country is assessed as a whole. It is emphasized that the withdrawal of the country from the dictatorial methods of control did not mean the failure of the party and the state of permanent control in all spheres of life of Soviet society, above all in the ideological. It is stated that the protest movement in USSR grew until the second half of 1960-ies. The reasons for its decline in later years are analyzed and articulated. It is argued that Russian society still has not formed a culture on the relationships between citizens and the state, in which the latter would be the standard bureaucracy, controlled by civil society. It is concluded that the Communist party as the leading force of Soviet society was unable to overcome dogmatism, immunity for social innovation and fear of losing total control over society.
Статья посвящена очень актуальной и злободневной теме, не утратившей своего дискуссионного потенциала и социально-политического значения до наших дней. Исследование проведено на архивных материалах Среднего Урала в границах Свердловской области. Научная новизна работы видится в том, что в оборот вводятся вновь обнаруженные архивные материалы и излагается авторская концепция темы исследования. Рассматриваются различные аспекты идеологического контроля, осуществляемого Коммунистической партией в интереснейший для СССР исторический период, получивший название «оттепели». Дается оценка социально-политической ситуации в стране в целом. Подчеркивается, что отход страны от диктаторских методов управления совершенно не означал отказ партии и государства от перманентного контроля во всех сферах жизни советского общества, прежде всего — в идеологической. Констатируется, что протестное движение в СССР росло до второй половины 1960-х годов, анализируются и формулируются причины его спада в последующие годы. Утверждается, что в российском обществе до сих пор не сформировалась культура взаимоотношений граждан и государства, в рамках которой последнее выступало бы стандартным бюрократическим аппаратом, подконтрольным гражданскому обществу. Делается вывод о том, что Коммунистическая партия, как ведущая сила советского общества, так и не смогла преодолеть догматизм, невосприимчивость социальных инноваций и страх потерять тотальный контроль над обществом.
