Developing Cybersecurity Cooperation within the framework of the GCC: Prospects and Risks

Abstract

В статье рассматривается сотрудничество арабских монархий Залива по вопросу развития системы коллективной безопасности на пространстве Совета сотрудничества арабских государств Залива (ССАГЗ). Авторы раскрывают специфику формирования общего подхода аравийских монархий, выявляя сильные и слабые стороны формируемой коллективной киберсистемы; делают акцент на возможностях ее качественного развития и рисках, с которыми могут столкнуться монархии в процессе цифровой трансформации. Авторы приходят к выводу, что, несмотря на значительные позитивные сдвиги в сотрудничестве аравийских монархий в области кибербезопасности, выработка коллективного подхода к реагированию на цифровой вызов в значительной степени осложнена, а продвигать профильные интеграционные инициативы форсированными темпами не позволяет комплекс объективных внутренних и внешних факторов.

The article is devoted to the analysis of cooperation of the Gulf monarchies on the development of a collective security system in the Gulf Cooperation Council (GCC). The authors reveal the specifics of the formation of a common approach of the Gulf monarchies, identifying the strengths and weaknesses of the emerging collective cyber system; focusing on the possibilities of its qualitative development and the risks that the monarchies may face in the process of digital transformation. The authors conclude that, despite significant positive shifts in the cooperation of the Arabian monarchies in the field of cybersecurity, the development of a collective approach to responding to the digital challenge is significantly complicated, and a set of objective internal and external factors does not allow promoting specialized integration initiatives at an accelerated pace.
