Comparative Matrix Assessment of Institutional and Innovative Development of Smart Cities

Abstract

Цель исследования: сравнительная оценка институционально- инновационного развития крупных городов на основе авторской матрицы показателей развития умных городов. Я пытаюсь определить основные болевые точки в развитии умных городов, которые требуют более глубокого понимания и изучения. Была использована количественная методология с существующими статистическими данными и качественные методы для сравнительной матричной оценки умных городов. Обнаружено, что показатели оценки институционально-инновационного развития умных городов позволяют оценить развитие отдельных областей умного города, а также эволюцию этих процессов. Также было определены общие и наиболее важные экономические и социальные факторы, которые формируют матричную оценку умных городов. Исследование способствует пониманию основных факторов, влияющих на оценку развития умных городов, на основе выявления уровней развития умного города (модель 7I) и компонентов умного города (умная экономика, умная городская среда, умные люди, умная мобильность, умная среда). Я утверждаю, что проведенное исследование показывает важность развития современных городов с учетом возможностей, предоставляемых цифровыми технологиями, их внедрения в различные сферы городского пространства как инструмента решения социально-экономических задач нашего времени, и пристальное внимание должно быть уделено исследованию этого конкретного подхода. Мы оспариваем существующие исследования факторов, влияющих на оценку развития умных городов, и предлагаем авторский подход к оценке умного города.

The purpose of the study: comparative assessment of the institutional and innovative development of large cities based on the author's matrix of indicators of the development of smart cities. I attempt to identify the main pain points in the development of smart cities which require deeper understanding and examination. I employed quantitative methodology with existing statistical data and use the qualitative methods for the comparative matrix assessment of smart cities. I found that indicators for assessing the institutional and innovative development of smart cities allow to assess the development of individual areas of the smart city, as well as the evolution of these processes. I also identified common and most important economic and social factors that shape matrix assessment of smart cities. The study contributes to the understanding of the main factors influencing the assessment of the development of smart cities, based on the identification of the levels of development of a smart city (model 7I) and the components of a smart city (smart economy, smart urban environment, smart people, smart mobility, smart environment). I argue that that the study shows the importance of the development of modern cities, taking into account the opportunities provided by digital technologies, their implementation in various areas of urban space as a tool for solving the socio-economic challenges of our time and close attention must be paid to the research of this specific approach. We challenge the existing research on the factors that influence assessment of the development of smart cities, and we offer an author's approach to the smart city's assessment.
