Мечта о хорошем образовании: противоречия развития образовательных общностей в российских университетах

Abstract

This article promotes the idea that the provision of quality higher education requires the harmonic development of two main educational communities-the students, and the scientific and pedagogical community. The problems with the quality of Russia's higher education are analyzed through the prism of the contradictions between: 1) the motivation of educational communities towards the provision and attainment of quality higher education and the ways of achieving such goals; 2) the developmental goals of educational communities and the interests of higher education management; 3) the efforts/resources expended on the development of educational communities and the outcomes of this development. The study identifies the prerequisites, the content and the consequences of these contradictions and identifies ways to resolve them in the context of the uncertain development of Russian higher education. The authors link the sources of (and the possible solutions to) these contradictions with the transition to a non-linear model of higher education, in which educational communities become one of its leading elements in the system of predominantly horizontal relationships. This model is considered an instrument towards the implementation of a social experiment to create a system of higher education in one federal district. The authors argue in favor of an objectively existing necessity to conduct such an experiment and argue why the Ural Federal District is appropriate for doing so. One of the tasks of this experiment is to resolve the contradictions in the development of educational communities in Ural universities-the contradictions which are analyzed in this article. © HSE, 1992-2018.В статье доказывается, что качественное высшее образование возможно только в том случае, если обеспечено развитие двух основных образовательных общностей-студенче- ства и научно-педагогического сообщества. Проблемы такого образования анализируют- ся сквозь призму противоречий, существующих между 1) мотивацией образовательных общностей на качественное высшее образование и способами достижения этой цели, 2) целями развития образовательных общностей и интересами управления в сфере выс- шего образования, 3) усилиями и ресурсами, затрачиваемыми на развитие образователь- ных общностей, и результатами этого процесса. Цель нашего исследования состоит в выявлении предпосылок, содержания и последствий указанных выше противоречий и поиске путей их разрешения в условиях неопределенности развития российского высше- го образования. Авторы связывают способы и пути урегулирования этих противоречий с переходом к нелинейной модели высшего образования, которая рассматривается как инструмент осуществления социального эксперимента по созданию системы высшего образования в конкретном макрорегионе-федеральном округе. Подчеркивается, что объективная необходимость такого эксперимента существует, а в качестве его базы предлагается Уральский федеральный округ (УрФО). Одной из задач эксперимента явля- ется разрешение противоречий в развитии образовательных общностей уральских вузов, раскрытию которых и посвящена эта статья, написанная на материалах эмпирических исследований, проведенных в УрФО.
