Инновационный университет: между идеей и воплощением

Abstract

The urgent task today is the creation in the territories of the Russian Federation of universities of various levels in order to effectively build new links between the system of professional training of personnel and the needs of socio-cultural and economic development of the regions of the country. Improving the quality of training for the education system for all levels gives a visible economic effect and allows solving stateimportant tasks. The article raises the question of the prospects for the development of pedagogical education in the region in the context of the tasks of the functioning of an innovative university. From the author’s point of view, the idea of humanitarization, which resists a narrowly utilitarian approach to the formation and development of technocracy in social practices, should be the basis of education. It implements the most promising trends in the modern world: the development of the personality, the ability to live in conditions of uncertainty and be ready to respond to it in a positive way, be able to learn. In this sense, the activities of pedagogical University can be considered as one of the possible strategies for the development of ideas innovative University in the region. On the example of the Urals State Pedagogical University development program, the target orientations of the university are considered in the context of innovations in regional education. The article identifies the contradictions that are fixed at various levels: secondary and higher education, the social system as a whole. It is concluded that the prospects for the development of an innovative university are associated with turning it into a “factory of meanings” and a translator of culture samples oriented at humanitarian values.

Актуальной задачей сегодня является создание в территориях РФ университетов различного уровня, чтобы эффективно выстраивать новые связи между системой профессиональной подготовки кадров и потребностями социально-культурного и экономического развития регионов страны. Повышение качества подготовки кадров для системы образования всех уровней дает видимый экономический эффект и позволяет решать государственно важные задачи. В статье поднимается вопрос о перспективах развития педагогического образования в регионе в контексте задач функционирования инновационного университета. С точки зрения автора, в основе образования должна лежать идея гуманитаризации, которая противостоит узко утилитарному подходу к образованию и развитию технократизма в социальных практиках. Она реализует наиболее перспективные тренды в современном мире: развитие личности, способность жить в условиях неопределенности и быть готовым реагировать на нее положительным образом, умение учиться. В этом смысле деятельность педагогического вуза можно рассматривать как одну из возможных стратегий развития идеи инновационного университета в регионе. На примере Программы развития Уральского государственного педагогического университета рассматриваются целевые ориентиры вуза в контексте инноваций в региональном образовании. В статье обозначены противоречия, которые фиксируются на различных уровнях: среднего и высшего образования, социальной системы в целом. Делается вывод, что перспективы развития инновационного университета связаны с превращением его в «фабрику смыслов» и транслятора образцов культуры, ориентированного на гуманитарные ценности.
