Программно-целевой метод как механизм реализации государственной политики в сфере культуры

Abstract

Рассматриваются современные аспекты применения программно-целевого метода реализации государственной политики в сфере культуры. Утверждается, что совершенствование реализации механизмов государственного управления в сфере культуры требует не только перехода от управления учреждениями к управлению социально значимыми проектами и результатами, но и создания системы индикаторов оценки качества, в основу которой должна быть положена оценка конкретных социальных результатов реализации программ с учетом общественной экспертизы.

In article is considered the modern aspect of using of program-target method to realization of state politics in the sphere of culture. The analysis of practice of its introduction on federal, regional, municipal level has shown the main problem: the shortage of skilled personnel in sphere of culture, in particular, able to realize the project activity. In the opinion of the author, the improvement of realization of the mechanism of state control in the sphere of culture requires not only transition from control institutions to control social-significant projects and results, but also making the system of indicators of estimation of the quality, in base of which must be a valuation of concrete social results of realization of program with provision of public expert operation.
