Перспективы развития судебных экспертиз в свете индустрии 4.0

Abstract

The purpose of the article is to analyze the influence of factors caused by the development trends of the Fourth Industrial Revolution (Industry 4.0) on the institution of forensic examination and training in the direction of "Forensic examination". The author of the article formulates conclusions about the need for the emergence of new types of forensic examinations in the medium term, about the trend of diversification of forensic examinations in the field of information and communication technologies, the creation of intellectual property objects, the industrial Internet of things and others. The role of supranational legal regulation in the designated area, the formation of supranational international expert communities for the implementation of expert activities, primarily in the field of the telecommunications network, is substantiated. Based on the predicted trends in the development of new social relations caused by Industry 4.0, the author predicts the need for new approaches in training specialists in the science-intensive area of "Forensic examination".

Цель статьи – проанализировать влияние факторов, обусловленных тенденциями развития Четвертой индустриальной революции (Индустрии 4.0), на институт судебной экспертизы и подготовку кадров по направлению «Судебная экспертиза». Автор статьи формулирует выводы о потребности появления новых видов судебных экспертиз в среднесрочной перспективе, о тенденции диверсификации судебных экспертиз в сфере информационно-коммуникационных технологий, создания объектов интеллектуальной собственности, промышленного интернета вещей и других. Обосновывается роль надгосударственного правового регулирования в обозначенной сфере, формирования наднациональных международных экспертных сообществ для осуществления экспертной деятельности, прежде всего - в сфере телекоммуникационной сети. Опираясь на прогнозные тенденции развития новых общественных отношений, обусловленных Индустрией 4.0, автор прогнозирует потребность новых подходов в подготовке специалистов по наукоемкому направлению «Судебная экспертиза».
