Методические подходы к оценке экономической готовности регионов России к «зелёному» переходу

Abstract

The article examines the problem of the development of a "green" economy, as well as the potential opportunities and limitations of such an economic transformation at the level of the constituent entities of the Russian Federation. Despite the technological and financial difficulties, the attention to this problem on the part of Russian companies and the state continues to grow. Therefore, the study analyzed the readiness of the regions to support a sustainable environmental agenda, taking into account the preservation or increase in the level of well-being of the population using the method of clustering the constituent entities of the Russian Federation according to the innovation rating and the rating of the regions' openness to the "green" transition. The authors revealed that a full-fledged transition to a new model of the economy will occur only when the regions become on the path of sustainable development, taking into account territorial characteristics.

В статье исследуется проблема развития «зеленой» экономики, а также потенциальные возможности и ограничения подобной экономической трансформации на уровне субъектов РФ. Несмотря на технико-технологические сложности и финансовые трудности, внимание к этой проблеме со стороны российских компаний и государства продолжает расти. Поэтому в исследовании проанализирована готовность регионов к экономической поддержке устойчивой экологической повестки с учетом сохранения или повышения уровня благосостояния населения с помощью метода кластеризации субъектов РФ по инновационному рейтингу и рейтингу открытости регионов к «зеленому» переходу. Авторами выявлено, что полноценный переход на новую модель экономики произойдет только при становлении регионов на путь устойчивого развития с учетом территориальных особенностей.
